Career Advisor/Case Manager – Adult & Immigrant Career Services

Location: Delco Literacy
Job Type: Full-time | Grant-Funded
Reports to: Program Director or Supervisor
Target Population: Adults 18+ with a focus on immigrant and refugee communities

Position Summary

Delco Literacy is seeking a dynamic and compassionate Career Advisor/Case Manager to join our team supporting adult learners and immigrants on their career journeys. This role provides individualized employment counseling, case management, and access to workforce development opportunities to empower participants in achieving long-term career success. The ideal candidate is culturally responsive, experienced in workforce systems, and passionate about advancing equity and economic mobility.

Please note: This is a grant-funded position and is contingent upon the terms and availability of grant funding.

Key Responsibilities

  • Conduct culturally sensitive intake interviews and assessments to understand each client’s background, skills, work history, and barriers to employment.
  • Provide individualized career counseling and pre-enrollment guidance, ensuring clients are aware of PA CareerLink services, training programs, and partner resources. Refer customers to appropriate partner or community organizations, training programs, educational resources, supportive services such as childcare, housing, transportation, legal aid, or mental health services as needed.
  • Coordinate program enrollment requirements by confirming customers’ eligibility by ensuring they meet all required criteria for participation. Collect, review, and verify required documents from customers.
  • Offer tailored career support, including resume development, interview coaching, job search assistance, and navigation of the U.S. job market.
  • Assist foreign-born participants with understanding credential evaluations, overcoming language barriers, and identifying pathways to meaningful employment.
  • Develop and manage Individual Employment Plans (IEPs) aligned with client goals; monitor progress and maintain consistent follow-up to ensure compliance and success.
  • Facilitate job readiness workshops covering soft skills, workplace expectations, and employment search strategies.
  • Maintain accurate records and manage data for all services, case notes, and outcomes in the Commonwealth Workforce Development System (CWDS) in a timely and compliant manner.
  • Track and report program metrics to meet performance standards and grant requirements.
  • Build relationships with employers committed to hiring diverse, work-authorized talent.
  • Stay informed on labor market trends, career pathways, and local employer needs.
  • Collaborate with community-based organizations, legal aid, training providers, and workforce partners.

Required Qualifications

  • Bachelor’s degree in social work, Human Services, Counseling, Education, or a related field.
  • 1–3 years of experience in workforce development, case management, career services, or immigrant support programs.
  • Demonstrated cultural humility and the ability to work effectively with diverse populations, especially immigrants and refugees.
  • Strong communication, organizational, and advocacy skills.
  • Understanding immigration statuses, work authorization types, and resources for integration.
  • Familiarity with workforce development programs such as WIOA, SNAP E&T, or similar.
  • Proficiency in Microsoft Office.

Preferred

  • Bilingual or multilingual (Spanish, Arabic, French, Mandarin, etc.).
  • Experience facilitating group workshops and/or conducting community outreach; teaching experience a plus.
  • Knowledge of local labor market needs and career pathways suitable for entry-level or transitional employment.
